LIPA CITY–The city government of Lipa will be negotiating big-ticket loans for two infrastructure projects. Public finance experts think all the more local government units like Lipa City should seek loans for their projects. While there is nothing wrong with LGUs financing their projects through loans (a scheme the national government also does), oppositionists to the loan-financed projects wonder if the city can re-pay these loans.
